Throughout my 27-year career in public safety, I have been privileged to serve with God’s bravest and finest children. I could never adequately articulate my reverence for the altruism and gallantry I have witnessed. Public safety professionals deliberately expose themselves to some of the most horrific physical, psychological and spiritual agony a human being can suffer. And they do it for the sake of others. It is not hyperbole for me to say I love them.

Since 1993, I have been certified as a peace officer. As a peace officer, I served numerous state, county and municipal public safety agencies. Additionally, I am a graduate of the FBI National Academy (Session 221); I was also assigned to a United States Secret Service field office for two years. I instructed peace officers in the art of interview and interrogation for many years, which helped me foster an uncanny aptitude for extracting confessions. During the 2000 Summer Olympic Games, in Sydney, Australia, I served as a Venue Security Supervisor. When Utah hosted the 2002 Winter Olympic Games, I served as a Venue Commander.

I was elected Sheriff of Summit County, Utah in 2002. I was reelected in 2006 and 2010. I also served two terms as President of the Utah Sheriffs’ Association, and was twice elected “Sheriff of the Year” by my fellow sheriffs. In January 2015, I accepted an offer to serve as CEO of an internationally-recognized security integration company—growing its revenue by millions during my time there. I hold a Master’s of Public Administration (MPA) from The University of Utah, and I greatly enjoy my alma mater’s recent PAC-12 sporting successes.

I enjoy intense scholarship of American history, and I frequently travel to historical sites with my wife and four daughters.



Quin has been with UCA since 2017, though he represented UCA as its outside counsel before joining UCA full-time.  Quin has quickly immersed himself into the world of public safety communications and is very excited about the many opportunities that exist for UCA and for public safety as it relates to the P25 upgrade, the NG911 upgrade, the expansion of the radio network, and a whole host of other projects underway at UCA.  Quin has both a business and a legal background, having first obtained a Bachelor’s Degree in Marketing from the University of Utah and then a Master’s of Business Administration with a dual emphasis in Accounting and Finance, also from the University of Utah.  After working for a time as the Assistant Controller for St. Mark’s Hospital, Quin returned to the University of Utah to earn his Juris Doctorate degree, being awarded with high honors.  Quin practiced law with the law firm of Ballard Spahr LLP for seven years before joining UCA.  Quin’s unique education and experience permits him to participate heavily in the day-to-day management of UCA, as well as to assist UCA as it enters into numerous contracts and agreements, and manages numerous more.  When he’s not at work, Quin enjoys spending time with his wife and five children."




As Administrative Division Director and Chief Financial Officer (CFO) Patsy Halladay is responsible for all of the company’s financial functions including accounting and audit. She also leads all human resources activities. Her career spans more than 20 years of varied experience in industry, government and non-profit entities.

Before joining Utah Communications Authority in November 2016, Halladay served as CFO for AAA Fair Credit Foundation, a nonprofit financial counseling company. Prior to that, she served as controller for Morgan Bay Management LLC, a professional HR/employer organization and an area finance director for Convergent Communications Services, Inc. a networking and voice related technology provider. She began her career in public accounting specializing in audit services at Pinnock, Robbins, Posey & Richins, a full service accounting firm.

Halladay is a Certified Public Accountant (CPA) and earned both a Master of Business Administration and Bachelor of Science from the University of Utah.

Suzanne Viewhweg



Suzanne Viehweg joins Utah Communications Authority as the Strategic Relationship, Interoperability Manager. She is known as a marketing communications and sales professional with extensive knowledge in managing and growing channel relationships. Having worked in the news media and public safety technology spaces, both domestically and internationally, Suzanne is a proven closer who can plan and implement successful programs to exceed goals. A relationship driven professional who routinely surpasses individual and channel targets in a cross-functional team organization.  Suzanne was drawn to UCA for a variety of reasons, including her deep respect for the many unsung heroes, first responders as well as countless others behind the scenes, who keep the public safe.  She is originally from San Jose, California but calls Utah home. She is a Brigham Young University Alumnus with a degree in Broadcast Journalism. As a self-described “health fanatic”, you will often catch her hiking, hitting the gym or cooking up some oober healthy dish to wind down from a busy day.



Babbi graduated from Brigham Young University with a BS in Public Health and Georgetown University with a Health Coaching certificate.  She has been with UCA since 2019 using her people skills to support UCA's administration.


Jana Gunnell graduated from Utah State University in 1999 with a Business Degree.  After graduating, she moved to Salt Lake City where she began her career with the State of Utah.  Her first State job was with the Department of Air Quality.  A short six months later she accepted a position with the State Radio Shop.  In 2014 the State Radio Shop and Utah Communications Agency Network (UCAN) merged and became Utah Communications Authority.  Today Jana works in in UCA’s Accounting Department where she works with accounts payable.  For the last 21 years she has loved working and supporting Public Safety Communications.


Sarah Straley came from 10+ years in customer service industry after receiving her BBA from Westminster. She started with Utah Communications Authority in 2017 as an Administrative Assistant and quickly picked up the ins and outs of the business to help support everyone within UCA along with their partners. Sarah then got promoted to be a Financial Account where she now is deals with Accounts Receivable and supports UCA Accounting Department.


Born and raised in Northern Utah half a century ago, I previously spent 14 years working for the State of Utah under the Department of Human Services IT, and then Department of Technology Services.  After spending the last 7 years in Arizona and Colorado I returned to Utah accepting a position as Desktop Support IT Specialist with the Utah Communications Authority, where I will utilize many years of IT knowledge and experience to help UCA continue to offer the great service they are known for.
