Harold Clements

Director, P25 Division

Harold Clements currently serves as the Director of the P25 Division and is the Project Manager to implement the new statewide Project 25 radio system that was awarded to L3Harris.

Harold graduated from Weber State University with a BS in Electronic Engineering Technology. He began working for the State of Utah in 1993 as a Telecommunications Technician. He has served as a Radar Technician, a Field Technician, FCC Licensing Advisor, and Strategic Planner for UCA and other agencies within the State of Utah. He currently serves as the Chairperson for the National Public Safety Planning Advisory Committee (NPSPAC) in Region 41 and as the Chairperson for the 700 MHz Regional Planning Committee (RPC).

Harold retired as a Lieutenant Colonel from the U.S. Army Reserve with 27 years of service. He is a graduate of the Combined Arms Service Staff School and the Command and General Staff College. He culminated his Army career as the Commander of the largest Combat Service Support Battalion in the Army Reserve.


Steve Ortega is a network engineer with more than a decade of experience in technical roles.  He provided oversight, configuration, and solutions for network outages for the State of Utah’s Department of Technology Services Network Operations Center.  Steve believes in creating a thoroughly planned and documented technical strategy so that it is tunable, trainable, and inheritable by another industry professional without undue discovery on their part.  Steve personally believes in the mission of the Utah Communications Authority and strives to create a reliable and stable network for the emergency service professionals throughout the state.
